Rudy Giuliani says he was merely tucking his shirt while stretched out on a bed in a hotel room with a young woman posing as a reporter.
Note , this article contains spoilers for the new Borat film, which is released on Friday on Amazon Prime.
The former New York Mayor, now the President’s ‘fixer’, was filmed apparently lying on a bed with his hand down his trousers, in a scene from Sacha Baron Cohen’s new Borat movie.
Mr Giuliani says it was a “hit job”, and that there will be five or six more of them to come, because his political opponents are “scum.”
In the film, Borat, a ‘diplomat’ from Kazakhstan, is tasked with currying favour with the US President – which he plans to do by offering a bribe, his 15-year-old daughter, Tutar Sagdiyev, to an associate.
Tutar, played by Maria Bakalova, 24, poses as a TV news reporter in order to get close to Giuliani.
An interview is set up for a fake conservative news programme, after which Tutar invites Giuliani to her hotel room.
Some flirting reportedly ensues, and during the scene Mr Giuliani is seen reclining on the bed, reaching into his trousers.
But Mr Guiliani says he was merely rearranging his cloting.
He said in a radio interview: “I had to take off the electronic equipment.”
He added: “And when the electronic equipment came off, some of it was in the back and my shirt came a little out, although my clothes were entirely on.
“I leaned back, and I tucked my shirt in, and at that point, at that point, they have this picture they take which looks doctored, but in any event, I’m tucking my shirt in.
“I assure you that’s all I was doing.”
The man who earned the nickname “America’s Mayor” for his response to 9/11, and who led the President’s cyber security taskforce, claims the scene is a smear against him.
“They’ll do anything. They’ve attacked me over everything possible, investigated every business dealing I’ve ever had,” he told WABC Radio.
“And now the idiot Borat is going after me with a totally sensationalized false account of a ridiculous movie I guess that he’s done.”
“Everybody in Hollywood hates me, you know, right?” he said.
“I’m a devil in Hollywood. Nothing about me comes out in that period of time, nothing sensational about me in the movie.
“Now all of a sudden there’s all this sensational stuff about me in the movie. Don’t know if it was added, doctored, manipulated, whatever.”
He said the interview, with an actor playing a Kazakh teenager pretending to be a Conservative news reporter, “seemed like a legitimate interview”.
He said he was “kind to her, at one point she explained to me some problems she had, I actually prayed with her.
“And then I had to leave. I had my jacket on. I was fully clothed at all times. And I had to take off the electronic equipment.
“And when the electronic equipment came off, some of it was at the back and my shirt came a little out. My clothes were entirely on. I leaned back and tucked my shirt in.
“And at that point they have this picture that they take which looks doctored. In any event I was tucking my shirt in, I assure you that’s all I was doing.”
He added: “When I get up, she says something about do I want a massage. I realise now that this was a setup and I call my security guy Brian, who is right outside. I say Brian, get in here.
“And then all of a sudden, crazy Sacha Baron Cohen comes in with a cape on and he’s yelling and screaming all kind of stupid stuff.”
He said the last time he saw Mr Cohen, he was “running down Madison Avenue with his underwear on and a cape on his back.”
