Vlahovic has 18 months left on his current deal and has indicated he will not sign an extension as the Serie A club have tabled several offers with improved terms, but to no avail.
Joe Barone, chief executive at the Stadio Artemio Franchi, told Repubblica: “We’ve offered Vlahovic the highest contract ever in the history of Fiorentina, several times.
“Both Dusan and his agent made us realise that they do not want to accept. Our bid is still on the table.”
The Gunners are desperate to fend off their rivals to secure a deal for the 21-year-old with Pierre-Emerick Aubameyang set to leave the club after he was stripped of his captaincy, as well as Alexandre Lacazette’s expiring contract.

The north Londoners have tabled a £50million opening offer, but crucially have included a sweetener in the deal in Lucas Torreira, who is on loan at Fiorentina, as a makeweight.
The Uruguayan joined the Italians on a season-long loan in the summer with a £13m option to buy the midfielder at the end of the season.
But Arteta’s men are willing to waive that fee in a cash-plus-player deal for Vlahovic.
It’s a no-brainer for Arteta to include Torriera in a deal given he is already on loan in Florence, coupled with the fact he has no future at the Emirates.
Ian Wright has urged his former club to get a deal for Vlahovic over the finish line.
He said: “Arsenal have done fantastic business up until this point,” Wright said on The Kelly and Wrighty Show. “I believe they do need to get another striker, even if everything can be sorted with Aubameyang.
“I’m hearing Vlahovic from Fiorentina. We need that player who can be between Lacazette and Aubameyang.
“I don’t know what’s happening with Laca, I’d love him to stay, I don’t know what’s happening with him, and we don’t know what’s happening with Aubameyang.
“But if we can get that striker, that hard-running striker who is good at the link-up play and is a good finisher – which Vlahovic is – then you’re starting to think it’s starting to happen now for Arsenal.”
